Welcome to an emergency edition of Wicked Problems. The pre-COP28 “global stocktake”, analysing how far or close we are to meeting the Paris Agreement goals by 2030, was released tonight. The results are even worse than many predicted.

  1. global emissions are not in line with modelled global mitigation pathways consistent with the temperature goal of the Paris Agreement, and there is a rapidly narrowing window to raise ambition and implement existing commitments in order to limit warming to 1.5 °C above pre-industrial levels.

Implementation of the Paris Agreement, with its near-universal participation, has led to a significant increase in commitments towards limiting global warming, leading to significant reductions in forecasts of future warming (see paras. 77–78 above).
