“ We don't know who's behind [the Heathrow outage and an oil terminal in Norway yesterday]. We don't know exactly what happened, but I think that the basis here is that there are too many of those for them to be a string of very unfortunate events.
And in particular when, for instance, we examine what's going on in the Baltic Sea, where we see. Time and again attacks against, uh, pipelines, uh, digital infrastructure, electric cables, et cetera. We just say there's a pattern here and that we need to react to that.”
